Reiterate municipal recruitment norms: HC to state

Kolkata: Calcutta High Court on Thursday directed state govt to issue appropriate orders reiterating directions on recruitment of all personnel in municipalities through West Bengal Municipal Service Commission. A division bench of Chief Justice TS Sivagnanam and Justice Hiranmay Bhattacharyya directed the state to further ensure that the same were being followed.
A PIL was filed regarding various appointments made by municipalities. The HC, however, noted that the instances cited were prior to 2019 while the commission came into being from Jan 2019. Hence, the division bench refused to "scrutinise or reopen the recruitments made".
By a notice, the urban development and municipal affairs department specified that chairpersons of municipalities would have to make requisitions and all recruitment would be made via the commission.
However, the petitioner contended that the same was not being implemented and municipalities were recruiting full-time workers in a few cases. The state advocate argued that their record reflected no approval being granted and such appointments could not be treated as permanent. "They will all remain as contractual or temporary workers," the counsel stated.
