According to the complainant, the civic staffer went to his house after he complained to the mayor's office about the khatal next to his house. The caller on Friday expressed apprehension that the civic staffer might harm his family, as he had threatened to take the case to the police station and complain that he was harassing a cowshed owner and creating obstacles to his business.

"How dare our staff threaten a complainant and take the side of a person who is illegally running a business?" asked Hakim. According to a KMC health department official, running a cowshed within the city limits is banned.

"Anyone may complain about the presence of such khatals in their neighbourhoods across the city to the cattle division, Lalbazar," added the civic official.
