Calcutta high court orders police picket outside Rabindra Bharati University to maintain peace.

123 Kolkata: The Calcutta High Court on Thursday asked police to set up a police picket, including armed police, just outside the Rabindra Bharati University campus to ensure no breach of peace. The HC said demonstrations by outsiders or dismissed employees can take place only 100 metres away from the RBU gates. Earlier, the Bengal govt told the HC that, as per its directions, police escorted the RBU VC and officials to their offices on Wednesday and posted a picket outside the campus.
Justice Jay Sengupta, while disposing of the RBU petitions, in his order said, "Let the police authorities also post a picket of police personnel, including armed ones, to prevent any breach of peace or violation of law immediately in front of the campus/es. The police shall, even otherwise, keep a sharp vigil at the locale and ensure that no breach of peace takes place."
When the protestors demanded their right to protest, the HC said, "It is trite law that everybody has a right to protest, albeit, subject to reasonable restrictions." The HC then said, "Even if the dismissed employees or others want to protest, the same has to be in a peaceful manner and without violating the right of the officials of the University to enter and exit the University premises. To ensure this, let no protest or demonstration by dismissed employees or other outsiders take place within one hundred metres of the perimeters of the University campus/es. If the protesters violate such norms, the police shall be at liberty to take appropriate action, if necessary."
For the protesting students, the HC said, "If a student wants to make a representation to the Vice-Chancellor, he shall be at liberty to take appropriate steps in this regard in a peaceful manner and even move this Court in case of any violation of his fundamental rights." MSID:: 119605823 413 |
