The national body of the Indian Medical Association (IMA) has written to Dr Santanu Sen, former Trinamul Congress MP, seeking his clarifications on opening of a bank account ‘JIMACON-Kolkata’ allegedly using the PAN of the IMA headquarters (HQ) in the Indian Overseas Bank (IOB) and withdrawal of Rs 1,31,99,051.
JIMACON stands for Journal of Indian Medical Association Conference.
The IMA HQ was prompted to sought clarifications on opening of savings account and financial transactions from Dr Sen, former national president of the doctors’ body, on 17 September after Dr Jyotirmoy Pal, honorary joint finance secretary of the association’s Kolkata branch office informed the matter to the Delhi office.
“A savings Bank Account No. 058601000022970 was opened on 15.06.2015 with IOB using IMA HQs’ PAN number AAAT10290G,” a letter signed by Dr Dilip Bhanushali, National President, IMA, and Dr Sarbari Dutta, Hony Secretary General of the association, which was sent to Dr Sen stated.
Dr Kakali Sen, Dr Sen’s wife, was also made honorary secretary during 2017-2018.
“The account shows as on date Rs 1,53,39,878.00 was deposited, Rs 1,31,99,051.00 withdrawal was done through 2015-2018 and Rs 21,40,827.70 is there as balance amount, and inoperative charges has been charged regularly since 3/2/2021,” the letter also stated.
“Dr Pal has further highlighted that the transactions pertaining to this account were not reflected in the books of JIMA. Subsequently, upon verification of the audited accounts of JIMA since April 2015, we did not find any disclosure or reporting of this account. A computer-generated passbook was also attached to the correspondence,” it also adds bringing serious allegations.
“Surprisingly, the financial records of the above account has not been mentioned in JIMA office nor in IMA HQs office since 2015 till date. It appears to hold no supporting documents of its creation or operation,” it also adds.
Considering the seriousness of the issue, the IMA’s finance standing committee held a meeting on 16 September and sought clarifications from Dr Sen, Dr Bhattacharya and Dr Sengupta.
IMA’ has also formed a three-member inquiry committee headed by Dr Ajoy Kumar, former president of the association, to probe the matter.
Dr Sen on Friday appeared before the committee in Kolkata and submitted his clarifications. “I met the inquiry committee today and clarified everything in connection with the letter issued to me by the IMA national body.” Dr Sen told The Statesman.
“Surprisingly, the person Dr Jyotirmoy Pal, who gave some information in connection with the opening of a savings account and financial transaction like withdrawal of money didn’t attend the inquiry committee’s meeting and that’s why, the process to probe the issue in his absence is not democratic. It’s also not possible for me to produce all documents related to each issue of an event held eight to ten years ago before the committee,” he said.
Neither Dr Kumar nor Dr Dutta made comments when this correspondent contacted them.
