The National Crime Records Bureau (NCRB) report published in October 2025 has for the fourth straight year announced Kolkata as India’s safest city.
The ruling Trinamul Congress has been highlighting the report data to emphasise what they have been saying that the capital city is safe for women.
According to the latest NCRB report for 2023, the West Bengal capital city registered just 83.9 cognisable offences per lakh people, the lowest among 19 major Indian cities with a population of over 20 lakh.
State industries and women and child development minister Shashi Panja said: “The NCRB data vindicates our claims that Kolkata is a safe city and debunks political claims from opponents. CM Mamata Banerjee has stressed repeatedly that there should be zero tolerance to crime.”
“With only 83.9 cognizable offences per one lakh population, Kolkata records the lowest crime rate among 19 major Indian cities with populations exceeding 20 lakh.
“For the fourth consecutive year, Kolkata has earned this distinction, a testament to the visionary leadership of CM Mamata Banerjee,” said state health minister Chandrima Bhattacharya.
The NCRB report also showed that the total number of cognisable cases in the city came down for the second successive year — to 11,843 from 12,213 in 2022 and 14,591 in 2021.
On Kolkata receiving safest city title in the NCRB report, Union MoS Sukanta Majumdar said: “The NCRB does not speak independently — it prepares its reports based on the data provided by the state governments. In West Bengal, ask the victims themselves or the families affected by recent incidents. Speak to those who move around at night — taxi drivers, auto drivers — they will tell you how unsafe Kolkata truly is…”
