  • The National Commission for Women (NCW) has issued an 11-point recommendation to West Bengal chief minister Mamata Banerjee and Governor CV Ananda Bose in connection with the alleged gang-rape of a medical student in Durgapur. The commission, which has already taken suo motu cognizance of the case, said it is treating the matter with utmost seriousness.

    The move follows a report submitted by NCW member and BJP leader Dr Archana Majumdar, who visited Durgapur to assess the situation and prepared a detailed account for the commission. Based on her findings and observations, NCW chairperson Vijay Rahatkar announced on social media that formal recommendations had been sent to the state’s top authorities on Monday afternoon. Although the letter addressed to the chief minister and the Governor has not yet been made public, NCW sources confirmed that the Commission’s recommendations focus on ensuring justice for the survivor, tightening campus security, and strengthening the overall safety framework in the Durgapur medical college and hospital where the alleged incident occurred.

    According to sources, the NCW has urged the state government to ensure that the survivor receives the best possible medical treatment free-of-cost. It also suggested that, if necessary, she be shifted to AIIMS Kalyani, AIIMS Bhubaneswar, or any other hospital of the family’s choice. The commission further pressed for the swift arrest of all accused persons. Police have already arrested five individuals in connection with the case, while one of the survivor’s classmates is detained for questioning. The NCW has also recommended that the case be tried in a fast-track court under appropriate legal provisions to ensure speedy justice.

    Recognising the survivor’s trauma, the commission has advised the National Medical Commission (NMC) and the concerned university to make special arrangements for her academic examinations if she is unable to sit for them at present. The NCW has asked the NMC to conduct an immediate inspection of the Durgapur medical college to assess the safety infrastructure and facilities. A detailed report on the institution’s security measures—including lighting, surveillance coverage, and functional CCTV cameras—has been sought within a month.

    The commission has also called for the setting up of a police outpost or assistance centre within the hospital premises. It recommended strict monitoring of student movement through proper entry and exit records, along with regular oversight by hostel authorities on students’ in-and-out timings.

    Additionally, the NCW suggested that the survivor may be allowed to transfer to another medical college to continue her studies in a secure and supportive environment, with coordination between the NMC and the state government. In its final set of recommendations, the commission emphasised the need for adequate food stalls and essential amenities within the campus so that students are less compelled to venture outside, thereby minimising potential safety risks.

    Officials said the NCW has asked for all forensic examination reports to be forwarded promptly to the commission as part of its ongoing monitoring of the case.
