• Electors can now check hearing notices online, upload documents

  • Kolkata: Electors can now check if hearing notices have been issued against their names and also upload their documents by logging in to the Election Commission's voters' service portal. On Wednesday, a new feature — ‘Document uploaded by citizens against notice' — was added to the BLO App to see how many electors in their respective parts submitted documents online.

    Electors whose mobile number and EPIC number are linked can see online notices issued to them and upload documents. For the rest of the electors who are unable to log in to the EC's voters' service portal, BLOs will have to visit their houses, collect documents, and upload them through the app. However, both electoral registration officers (EROs) and BLOs are confused about whether electors will have to turn up for a hearing despite uploading the documents online.

    "In the morning, my supervisor apprised me of the new option, asking me to check the documents submitted by voters online. Now, almost every day, a new list of voters with logical discrepancies is being sent. All those receiving a hearing notice will have to submit documents again. We need clarity on whether the electors will be summoned for a hearing even after they upload their documents online. Until now, we did not receive any circular from the EC in this regard. We need a clear direction from the EC about our role in cases where voters are uploading their documents online," said a BLO in south Kolkata.

    "On Tuesday, the EC provided an opportunity on the voters' portal to check whether a hearing notice was issued in the name of the voters. This morning, another new option was suddenly added to the BLO app. Unfortunately, it was not clarified what BLOs need to do, what EROs need to do, or whether they need to attend the hearing at all. This is why confusion is spreading," said Swapan Mondal, general secretary of Voterkarmi & BLO Aikyamancha.

    An ERO also stated that apart from the introduction of the new option, no other instruction reached them from the EC. "We are still in the dark about what the commission expects us and BLOs to do when they find electors uploaded documents," he said.

    Another BLO rued, "Delivery of hearing notices and collecting documents from voters is time-consuming. If the onus comes on us to check the documents uploaded by the electors, it would be difficult for us to carry out all our SIR assignments."
