• Unmapped & logical discrepancy list to be out today, SIR hearing queues set to get longer

  • Kolkata: The EC is set to publish a list of all voters who are unmapped or have logical discrepancies on Saturday. The SIR queues are likely to be longer because this list is likely to include around 1.5 cr voters, around 26 lakh less than the original 1.7 crore voters: 32 lakh unmapped and 1.4 crore with logical discrepancies.

    The EC earlier said that around 42 lakh people on the 1.4 crore logical discrepancy list had minor issues that were resolved. On Saturday, EC officers said this figure was not 42 lakh, but around 26 lakh, indicating that 16 lakh more people must attend the hearings.

    Till Friday evening, the EC software preparing the voter list did not complete its task, making it uncertain exactly when and where the lists will be displayed in public.

    Following the Jan 19 order of the apex court, the EC will call all electors whose enumeration forms are found with logical discrepancies to hearings. "Primarily, we identified around 1.4 crore electors whose enumeration forms are found with logical discrepancies. After uploading the documents of several electors in the back end, the figure reduced to about 1.1 crore on Friday morning. These 1.1 crore people will be called to hearings to submit documents notified by the EC," a senior EC official said.

    Recently, the EC instructed that minor spelling mistakes in names would be corrected by the BLOs (booth level officers). Hearings would not be held in such cases. Even the hearing notices that were already generated for some individuals were ordered not to be delivered.

    According to EC sources, the BLOs already corrected minor spelling mistakes in the names of about 20 lakh electors after collecting documents from them. Those persons are likely to be exempted from the hearing process, sources added.

    "The SC in its order said that all affected persons may, in addition to being given an opportunity to submit documents, also be heard at that same time either in person or through the authorised representative accompanying them, for the purpose of making an appropriate decision. Accordingly, the Commission will call all logical discrepancy cases to hearings to comply with the order," an EC official elaborated.

    The EC asked the roll observers deputed for the SIR exercise in Bengal to review and check the documents submitted by the people called to hearings, and they should ensure that no name is included in the final electoral roll without any of the documents notified by the Commission.

    "If a person did not submit any of the EC-notified documents in the hearing, his/her name will not appear on the final electoral list. In that case, the person will have to submit Form 6 along with the requisite documents to get enrolled as an elector," EC sources said.

    The EC has already informed the state govt that the SIR proceedings related to the collection of documents/hearing will take place at the Gram Panchayat Bhawans, public places in every subdivision, the BDO office, as well as in the ward offices in urban areas.
