Puppy beaten with stick, stuffed in sack in West Bengal's Jalpaiguri; FIR registered

KOLKATA: Police have registered an FIR following complaints against two people who cruelly injured a puppy, stuffed it into a sack, and moved it from the Senpara area of Jalpaiguri.
The complaint was filed by local activist Krishnayan Dasgupta, who shared a video showing the act of cruelty. Police are attempting to locate the puppy or its remains.
According to the complaint, the accused first beat the puppy with a stick, then tightly bound its mouth with a rope, severely restricting its ability to breathe or cry out, before placing the frightened animal inside a sack and securing it shut. The sack was then taken to an unknown location.
The FIR was registered at Kotwali police station under Section 325 of the Bharatiya Nyaya Sanhita (BNS), 2023, and Section 11(1)(a) of the Prevention of Cruelty to Animals (PCA) Act, 1960. Section 325 of the BNS classifies maiming or killing any animal as a cognisable offence, punishable with imprisonment for up to five years, a fine, or both. Section 11(1)(a) of the PCA Act criminalises the mutilation or killing of any animal, including community dogs.
“Those who abuse animals often move on to harming humans. For everyone’s safety, it is imperative that the public report cruelty to animals such as this to the police,” said Saloni Sakaria, associate manager of PETA India’s cruelty response team. “We commend the Jalpaiguri police for registering the FIR and sending a clear message that cruelty to animals will not be tolerated.”
PETA India also recommended that perpetrators of animal abuse undergo psychiatric evaluation and counselling, as such behaviour may indicate serious psychological disturbances.
