• Govt sends 3-page SOP form to builders for construction audit

  • Kolkata: The state govt on Monday issued an SOP to all builders, asking them to fill out a three-page application form with details of project sanction, permit number and key personnel involved in the project.

    Major developers in Kolkata welcomed the decentralised approach adopted by the govt, as they will have to submit the forms to the relevant borough offices instead of the civic headquarters. Projects in Salt Lake, New Town and Rajarhat will have to submit their forms to the Bidhannagar Municipal Corporation, while those in Howrah and Bally will submit them to the Howrah Municipal Corporation. Projects in Pujali, Baruipur, Budge Budge, Maheshtala, Rajpur-Sonarpur, South Dum Dum, Kamarhati, Baranagar and Pailan-Amtala will have to submit the forms to the respective municipalities.

    The form seeks details of the plot owner, the applicant undertaking the construction, and technical personnel, including the LBS/architect, structural engineer, geotechnical engineer, structural reviewer, labour contractor, material supplier and site engineer. It also asks for information on land character, nature of the project, principal occupancy, permit number and sanction details.

    “After the forms are submitted, teams from boroughs will visit sites to undertake spot inspection. The concerned developer will be intimated so that key personnel at the project are present during the inspection,” a source said.

    Functionaries of Credai, the umbrella organisation representing major developers in Kolkata, Salt Lake, New Town, GT Road, Joka, Sonarpur and Howrah — key growth hubs in the city’s residential market — said all members had been asked to submit the forms by Tuesday to facilitate early inspection of sites so that work on the projects could resume soon.

    “As a long-term partner of the govt in the orderly and responsible development of the city, we stand firmly with the administration in its efforts to prevent incidents like the Taratala warehouse collapse from recurring. We welcome the govt’s decision to set up a high-level committee to examine the incident and recommend measures for the prevention of such occurrences in the future. Credai Kolkata pledges its fullest support and cooperation to the committee for the ensuing safety-quality audit of under-construction buildings,” Credai said in an official statement.

    Credai West Bengal president Sushil Mohta said developers were ready to cooperate with the inspection team and ensure the presence of the LBS/architect, structural engineer, geotechnical engineer and structural reviewer to answer queries from the civic team. “That the govt convened a meeting with Credai on Sunday afternoon shows the urgency to get the audit done at the earliest. The form reached us by Monday afternoon as promised. We expect to be able to satisfy the queries and get project clearances quickly so that work can resume on projects,” he said.
