Bengal finalises 7th Pay Comm guidelines, revised pay likely by March 2027

Kolkata: The Bengal govt has finalised the terms of reference for the Seventh Pay Commission and aims to extend the revised pay benefits to state govt employees and pensioners by the end of the current financial year, CM Suvendu Adhikari said on Tuesday.
Chairing a review meeting with officials of the power dept and four state power PSUs, Adhikari said: “We have finalised the terms of reference for the Seventh Pay Commission. Generally, a pay commission takes six months to submit its report to the govt. We will try to give the revised pay benefits by the end of this fiscal after receiving the commission’s recommendations.”
The commission is expected to examine pay scales, allowances, pensions and other service-related benefits before submitting its report.
The Seventh Pay Commission is expected to recommend a revised salary structure in line with prevailing economic conditions and inflation, with the govt taking a final call on its implementation after examining the financial implications.
In its Sankalp Patra, BJP had promised the Seventh Pay Commission within 45 days after assuming office. The state govt intends to seriously consider the framework and implementation of the 8th Pay Commission for the 2028-29 financial year.
Adhikari also said that the performance of third-party employees who work in different state govt depts/companies should also be reviewed.
Speaking about providing DA to state govt employees, the CM said: “The gap with the Centre is 42% now. We will give 20% DA starting Oct. We hope to make up the DA gap gradually.”
Adhikari also announced that all recruitments, including that of engineers, in state power companies will be made through the West Bengal Public Service Commission. “I don’t support the direct departmental recruitment process, it is not 100% transparent. In future, all recruitments will be done through PSC,” he said.
Adhikari said the govt will implement a transfer policy for state power PSU employees. “I have instructed officials to make a list of employees who are posted at the same place for more than three years. The policy will have some exceptions for certain employees who are on the verge of retirement or for the greater interest of the companies,” the CM added.
