State starts process to clear DA arrears for grant-in-aid staffers

Kolkata: The state has begun administrative preparations to clear the pending dearness allowance (DA) arrears of employees of various grant-in-aid institutions, following the Supreme Court’s directions. Employees covered by the exercise include teachers and non-teaching staff of govt-sponsored and govt-aided schools as well as employees of panchayats, municipalities, statutory boards, corporations and other grant-in-aid organisations.
“In a recent meeting, the finance department asked departments to create a separate section or option on their salary portals for submission of DA arrears bills within 15 days. Once the technical preparations are completed, the finance department is expected to issue further instructions on submission of the arrear bills,” an official said.
Nodal officers and IT personnel have also been directed to strictly follow the prescribed procedure.
The proposed payment of arrears under ROPA 2009 is separate from the recently announced 20% DA under ROPA 2019.
Meanwhile, the state govt already announced a 20% increase in DA for regular state govt employees, along with a corresponding hike in Dearness Relief (DR) for pensioners and family pensioners with effect from Oct 1, 2026.
According to a notification issued by the finance department on Tuesday, whole-time state govt employees will receive DA at 38% of revised basic pay with effect from Oct 1, 2026.
