  • A DAY after an “unauthorised” building collapsed in Garden Reach area, killing 10 persons and leaving several injured, the building promoter was arrested on Tuesday in connection with the case, police said. The police identified the accused as Mohammad Wasim.

Mayor Firhad Hakim also announced that three engineers of the Kolkata Municipal Corporation have been served showcause notices. An executive engineer, assistant engineer and sub-assistant engineer of the municipality have been showcaused and a reply has been sought from them in 48 hours, Hakim told mediapersons.

The five-storied building is in Ward No. 134 of the Kolkata Municipal Corporation. The area is under borough number 15. “Those who have been showcaused were responsible to identify how many illegal houses were there in a ward. If any negligence is found on their part, strict action will be taken,” said an official with the KMC.

Hakim said, “How did the house collapse? I have spoken about illegal constructions several times. Once the house is built, it becomes difficult when people start living there. All this would not have happened if it had been stopped in the beginning,” adding that KMC will take zero-tolerance stand against illegal constructions.

As per officials, building department will work with police and if any structure is found to be unauthorised, it will be razed.

On Monday, Kolkata Police filed a suo motu case against the promoters and others allegedly involved in the Gardenreach disaster. Mohammad Wassi has been booked under IPC sections 302 (murder), 307 (attempt to murder), 288 (negligent construction of building), 427 (mischief) and 34 (common intention).
As per sources , preliminary investigation reveals that the structure did not have proper permission to construct five floors and poor quality material was used.
A huge number of bricks were stacked on its rooftop, sources said. KMC sources also said that six more buildings have been identified in the vicinity of the accident site that are unauthorised structures and would soon be demolished. As per sources, these buildings didn’t adhere to building regulations. The gap of two metres in front and four metres in the backyard were not followed.
