• Mamata announces formation of single-window interface for industry approvals, says promise kept

  • The West Bengal government has published a notification to form the State Level Investment Synergy Committee to “simplify and expedite” the processes for obtaining approvals to set up and operate industrial projects and other investments.

    “As I promised in the BGBS 2025, the formal notification for formation of the State Level Investment Synergy Committee is issued today (see below). This will accelerate the pace of Bengal’s industrialisation,” Chief Minister Mamata Banerjee wrote on X on Saturday.

    The notification, dated February 7, 2025, said the committee, promised at the recent Bengal Global Business Summit, would “facilitate industrial growth and enhance the ease of doing business in the state”.

    According to the notification, “This initiative is to provide a streamlined, single-window interface for approvals, enabling entrepreneurs and investors to obtain required clearances without unnecessary delays. The steps are to ensure seamless flow of information, efficient redressal of issues, and institutionalise best practices from within the departments. This new system shall also build an effective monitoring and follow-up mechanism, synergise inter-departmental coordination, increase efficacy and transparency in the system, and integrate with other related online portals to create a single bucket of information for intending investors.”

    “There will be an Investment Synergy Committee (ISC) at the State level chaired by the Chief Secretary, with heads of the following Departments, Directorates and Organizations: Industry Commerce and Enterprises Department – Convenor, Micro, Small and Medium Enterprises and Textiles Department, Fire and Emergency Services Department, Home and Hill Affairs Department, Labour Department, Land and Land Reforms and Refugee, Relief and Rehabilitation Department, Environment Department, Finance Department, Panchayat and Rural Development Department, Urban Development and Municipal Affairs Department, Power Department, Public Health Engineering Department, Forest Department, Tourism Department, Public Works Department, Information Technology and Electronics Department, Law Department, Police Directorate, and Pollution Control Board,” the notification read. “The Chief Secretary may include the head of any other relevant department, directorate or organization in the Committee as a regular member or invitee member as required.”

    An ISC will be formed at the district level also, chaired by district magistrates, to ensure coordination and a collaborative approach to resolving issues, according to the notification.
