  • The ongoing Special Intensive Revision (SIR) of electoral rolls often uses the last available record to verify voters’ names, which is the 2002–2003 voter list. This has raised some common questions among citizens, such as: “What if my name is not on the list?”

    The Election Commission has clarified that the 2002-2003 voter list is not the only acceptable proof. Several alternatives can be used to ensure inclusion in the updated electoral roll. Here are answers to some frequently asked questions and all you need to know to get or remain enlisted.

    If my name is already in the 2002-2003 voter list, where will I get the proof?

    You can obtain a certified copy of your name in the voter list by visiting voters.eci.gov.in or by contacting the Booth Level Officer (BLO) or Electoral Registration Officer (ERO). Once you locate your name, note the Part Number, Serial Number and other details. If your parent’s or ancestor’s name is in the list, that can also serve as the base for your own entry.

    Is the 2003 voter list the only form of proof?

    No. The 2003 list is not the only accepted evidence. The SIR is meant to clean the voter rolls by verifying residence status and correcting issues such as deceased voters, duplication and relocation. If your name is in the list and your address has not changed, no extra document needs to be attached to the Enumeration Form. The BLO will physically verify your details. If your name is not in the 2002 list, or if the BLO detects a discrepancy, they may ask you for supporting documents.

    What if my name is in the draft list but there are mistakes?

    If there are mistakes like spelling mistakes, wrong photo, or incorrect house number, you can apply for corrections. The BLO will issue Form 8, which must be submitted with supporting documents. The ERO will then process the correction.

    What if my name has been removed?

    You can appeal to the ERO or the District Electoral Officer (DEO), by submitting Form 7 (for objection to inclusion or exclusion of name).

    The ERO will send you a notice and conduct detailed verification. A final opportunity will be provided to submit valid residence proof.

    What to know about the enumeration process

    The enumeration form with a unique QR code must be signed by the applicant, using a full signature or thumb impression. In case of an incorrect entry, strike it through with a single line and add the correct detail in the same row.

    For migrant workers or applicants unable to sign, another elector from the same family who is already in the electoral roll may sign on their behalf, with the name and relation clearly stated.

    Two copies of the form must be filled. One copy is submitted to the BLO; the acknowledged copy remains with the applicant. The BLO will also click a photograph of the voter during the home visit. Pasting a photo in the form is optional and any size fitting the space will be accepted.

    Applicants or their signatories must ensure all information provided is accurate, including details about deceased, permanently shifted or duplicate voters.

    BLAs submitting forms on behalf of applicants must sign a declaration stating that the information provided is true and that voters have signed in their presence.

    Submitting false information related to death, shifting or duplication is punishable under Section 31 of the Representation of the People Act, 1950, with imprisonment of up to a year, or fine, or both. BLOs verifying forms are expected to ensure accuracy. False verification attracts penalties under Section 32 of the Act.

    As the enumeration forms are being digitised, all information, documents, signatures and names will be stored digitally and can be used to trace anyone submitting false information.
